Biography

CEO of Aalto Consultores, a company specializing in Strategic Consulting for the Planning and Development of Smart Cities and Territories,  with a special focus on Smart Destinations and Smart Energy solutions. He has been the president of the AMETIC Smartcities Commission  since its creation in 2012 and nowadays member of the executive board, both positions renewed in October 2024 for the following 4 years. 

He has developed his extensive career in the Information and Communications Technology sector since 1984, during which his activity at  TELVENT stands out, for more than 26 years, occupying different management positions, with a very relevant international component,  including the successful IPO on the American NASDAQ. The business areas in which he has developed his career range from the Defense  sector to the Energy sector, including Mobility, Environment, Tourism, eHealth and Electronic Administration, with notable activity in the  field of Smart Cities, during the last 20 years.  

In the Energy sector, he was Manager at the Electric Dispatch business Unit of Telvent developing projects for Eléctrica San Juan in  Argentina, CRE of Santa Cruz de la Sierra in Bolivia, FEDA of Andorra and LIGHT in Rio de Janeiro. As an independent consultant, he has developed the technical prescriptions of the digital part the ESCO projects in Sevilla and Huelva. He has been dealing with customers as  ENEL (Endesa), Acciona ESCO, Ferrovial, Iberdrola and Unión Fenosa. He has been implicated in projects managing SCADA, EMS, ERP and  GIS technologies, on top of complex telecommunication systems. Founder and president of the first pure Energy Services Company (ESCO)  in Andalusia, Cactus Servicios Energéticas, currently in the French group VEOLIA. He has been with Cactus from 2010 to 2024 

He was founder and advisor of the first technological startup accelerator in Andalusia, BOLT Accelerator, which had 110 international  mentors from Silicon Valley (USA) and northern European countries. Nowadays, he is involved in the development of the first “Venture  Studio” in Sevilla-Andalusia, VESS, as an investor and senior advisor. 

Adolfo Borrero was president of the Andalusian Digital Economy Cluster, ETICOM, from 2009 to 2012, where he put into operation the first  Smartcities commission in Spain, the National Cloud Computing Center (2010), the Microsoft and Vodafone Clouding Point, the Smartcities  FIware Nodes in Malaga and Seville and the Angel Jordan center for CMMI. He currently collaborates with the Smart City Cluster based in  Malaga. 

He actively collaborates with AMETIC (Multisectorial Association of Electronics, ICT, Telecommunications and Content Companies) in which  he created and chairs the commission for Smart Cities and Territories. The Working groups cover digitation for the following sectors:  energy, water, rural, pollution and enabling tech for Smartcities; three WGs stand out, namely the one on Smart Energy, Intelligent  Tourism and Blue Economy. In the Andalusian sphere, he is a collaborator of the Chamber of Commerce of Seville and a Patron of the  Málaga Valley since its foundation. Member of the commissions of the Digital Tourism Society of CEOE and delegated in CEPYME by  AMETIC. 

He was the creator of the Seville Forum TIC & Sustainability in June 2008. He is the founder and member of the organizing committees of  Greencities (2010), on smart cities, and of Transfiere (2012), on technology transfer, both in Málaga (Andalusia). In 2018, he created the  Benidorm (Valencia) Digital Tourist Forum via AMETIC, a member association of the National Network of Smart Tourist Destinations (RDTI)  and in 2020 he promoted the International Congress of Seville Tourism Innovation Summit (TIS) together with Nebext at FIBES (Seville).  Finally, he is founder, and “Senior Advisor” of the “Sun&Blue” Blue Economy and Tourism Congress held in Almería (Andalusia). And  recently, he created the iBlue in Lanzarote (Smart Blue Islands Summit). He maintains international relations with different networks of  smart cities in LATAM. 

He currently applies his extensive experience in the consulting firm AALTO Consultores applied to the development of strategies for smart  cities and territories. AALTO covers the cycle of defining strategies, Smart actions, localization and support for European funds and  technical prescription. AALTO has specialized in the digitalization of the energy, tourism and blue economy sectors. AALTO helps companies  to develop business in the smart energy, tourism and green economy. 

Adolfo Borrero is an Electrical Engineer specializing in Electronics from the Higher School of Industrial Engineers in Seville (1986) and an E MBA from the San Telmo International Institute in Seville (1996).
