Biography

Charles Lin is the current Deputy Mayor of the Kaohsiung City Government, a position he has held since August 2020. He is widely recognised for his leadership in smart city initiatives and urban development in Taiwan. In Kaohsiung, he has played a central role in driving the city’s transformation into a smart and sustainable urban environment, with a strong focus on areas such as AI-driven healthcare, 5G technology, green energy and initiatives aimed at bridging the digital divide, particularly for elderly residents. Prior to his current role, Charles Lin served as Deputy Mayor of Taipei City from 2014 to 2018 and of Tainan City from 2011 to 2013, consistently championing smart city development across different municipalities. Alongside his public service career, he has an academic background, having served as an Associate Professor at Kaohsiung Polytechnic Institute (now I-Shou University), and holds degrees in Control Engineering as well as Electrical and Computer Engineering. He is also actively engaged at the international level, frequently speaking at global events such as the Smart City Summit & Expo, where he promotes Kaohsiung’s technological advancements and fosters international collaboration in urban innovation.
